Twilia Kay Blackmon-Welch was born on August 23, 1963 to Johnny Carlton and Norma Jean (Platt) Blackmon in Oklahoma City, OK. She passed on June 29, 2026 in Elk City, OK at the age of 62 years, 10 months, and 6 days.

Twilia grew up in Elk City as the oldest among her two sisters Debbie and Sheila and one brother Johnny Jr. She attended Elk City Schools and graduated with the class of 1982. Throughout her life she lived in Elk City and worked several jobs which included: Clinton Laundry, managing an apartment complex, working as an office assistant in hospice, and babysitting her nieces and nephews.

Twilia was a hardworking woman, besides raising two sons, she also raised her two grandchildren Jackson and Letty for the first few years of their life. She grew up riding in a semi with her father and she grew a deep appreciation for being on the road traveling. Twilia also enjoyed playing games at the casino and bingo.

She is preceded in death by her father Johnny Blackmon Sr., and son Levi Blackmon.

Twilia is survived by her mother Norma Blackmon; sisters Debbie Sprouse and husband Danny and Sheila Dowdy and husband Allen; brother Johnny Blackmon Jr. and wife Angie all of Elk City, OK; son Leslie Welch; grandchildren Jackson, Letty, Levi, and Astrid; three aunts, two uncles, many nieces, nephews, extended family and a host of friends.
