Obituary

Larry Lee Proctor was born December 24th, 1940 in Hulett, Wyoming to Mildred (Seig) and Richard Proctor. He passed away at his home in Elk City, Oklahoma on February 5th, 2026 at the age of 85 years.

Larry grew up on a ranch in Hulett, Wyoming and graduated from Hulett High School in 1958. He joined the United States Marine Corps and served in the 11th Battalion Headquarters Unit at Camp Pendleton in California. During his time of service, Larry served as part of the advisory team to Colonel Smuck prior to the VietNam war. It was in this time he met Phyllis Carole (Hollon) and they were later married after his discharge in 1962. Together they moved to Hulett, Wyoming where Larry worked for Homestake Mining Company. While employed, Larry pursued his love of rodeo in saddle bronc and roping competitions. His love of rodeo was carried throughout his life and became a judge and mentor to numerous youths in the sport of rodeo. In 1977 he began his own right-of-way company for oil leases in Casper, Wyoming. His company continued operation under his control until 1989 when Larry and Phyllis moved back to Hulett, Wyoming where he helped his parents on the ranch until their passing. They later moved to Elk City, Oklahoma where Larry worked for NOV until his retirement in 2010.

Larry spent his retirement years enjoying playing golf, searching for golf balls, and all things golf. He was also a member two American Legion Posts 80 in Hulett, Wyoming and American Legion Post 181 in Elk City, Oklahoma. Larry was also a member of the Community Connections Fellowship Church.

He is preceded in death by his parents; and his 4 siblings.

Larry is survived by his wife of 63 years, Phyllis, of the home; 3 sons, Shawn, Kent, and Keith Proctor, all of Elk City, OK; 2 grandchildren, Sierra Proctor and Jessica Geib; 2 great grandchildren; and niece, Jolene Henderson.

Per Larry's request, the family will hold a celebration of life at a later date. The family requests any memorial donations be made to Trinity Fellowship Camp of Champions, P.O.
