Joe Billy Conner was born June 21st, 1951 in Starr County, Texas to Frances "Peggy" Belle (Andrews) and William "Bill" Verner Conner. He passed away in Elk City on Monday, March 10th, 2026 at the age of 74 years, 8 months and 17 days.

Joe spent his early years in Elk City, Oklahoma where he graduated from Elk City High School. After graduation, he was drafted into the United State Army where he served 4 years traveling the world. Joe was stationed in Hawaii and received an Honorable Discharge on December 8, 1974. After his discharge, he began his career in the oil and natural gas industry. He drove a truck and also spent some time as a roughneck spanning his 40 years in the oil field. He was married to Bridgette "Faye" (Reed) in Wheeler, Texas. Joe and Bridgette moved around following Joe's employment until settling in Elk City, Oklahoma in the late 1990's. Joe sacrificed many hours to make sure his family was well taken care of. In what little spare time he had, Joe enjoyed fishing, buying, selling, and trade, tinkering on projects, and spending time with family and friends. He especially enjoyed spending time with his grandchildren.

He is preceded in death by his parents; wife, Faye; 3 sisters, Linda, Barbara, and Kathy.

Joe is survived by his 3 sons, Wesley Blake and wife, Abby, Minco, OK, Jeremy Conner, Canute, OK, and Jeff Conner and wife, Kathie, Canute, OK; 6 grandchildren, Jacey, Chance, Hope, Brooke, Geoffrey, and Liam; 1 brother, Richard Conner; 1 sister, Shelia Wisman and husband, Mark and a host of other relatives and friends.
