Cinda Charlene Cooper was born September 13th, 1956 in Sayre, Oklahoma to Charles Henry Cooper and Beatrice Darlene (Westrope). She passed away on Friday, November 28th, 2025 in Elk City, Oklahoma at the age of 69 years, 2 months and 15 days.

Before Cinda, known by most as Cindy, was born her father passed away so Cindy was raised by her mother and Maurice West. After her birth, she grew up in Sayre, Oklahoma where she attended school graduating in 1974. After graduation, she found employment at Biscuit Hill where she made a living for her and her first son, Timothy Scott. While waiting tables, she met Wayne Mason Speights and they were later married. To this union two children were born, Larry Wayne and Melissa Ann. Cindy mostly stayed at home taking care of the children and she later moved to Oklahoma City, Oklahoma. After her marriage dissolved, she moved her children back to Sayre, Oklahoma where she met and married Jerry Tosh. They added to their family with the birth of, Gerald Grant. They then made Sayre their home where they continued to raise their family.

In the early 1990's she attended Southwestern Oklahoma State University in Sayre where she obtained her degree in Hematology. After completing her degree, she began working at Great Plains Regional Medical Center in Elk City, Cordell Regional Hospital, and later at Mercy Hospital in Kingfisher, Oklahoma. She continued until 1996 when she devoted her life to her family and especially spending time with her grandchildren. She also enjoyed playing Bingo and gaming.

She is preceded in death by her father; step-father; son, Timothy Durling; and sister, Carol Jean Norman.

Cindy is survived by her 3 children, Larry Speights and wife, Crystal, Melissa Tarver, and Grant Tosh and wife, Stacie, all of Elk City, OK; 5 grandchildren, Hope Tarver, Sayre, OK, Kaden Tarver, Sayre, OK, Keagen Wehrenberg, Sayre, OK, Avaleigh Tosh, Elk City, OK, and Carleigh Tosh, Elk City, OK; 2 great grandchildren, Kinsley Riggs and Laynee Riggs, both of Sayre, OK; her mother, Bea Williams, Sayre, OK; 2 sisters, Patricia Cooper and Melinda Blankenship and husband, Rick, both of Sayre, OK; 2 brothers, Mike Cooper, New Hebron, MS and John Throckmorton and wife, Sandy, Oklahoma City, OK and a host of other relatives and friends.
